Ces deux termes ne sont pas concurrents. Ils sont différents sur le plan sémantique : anticonstitutionnel signifie qui est hostile à la constitution politique du pays, qui est dirigé contre la constitution : disposition, manoeuvre anticonstitutionnelle; inconstitutionnel signifie qui n’est pas conforme à la constitution du pays : « Le règlement sera abrogé puisqu’il a été jugé inconstitutionnel. » Demande, loi inconstitutionnelle. Acte inconstitutionnel. Être inconstitutionnel (de faire qqch.), d’une manière inconstitutionnelle (pour éviter l’emploi du mot inconstitutionnellement, dont on n’use en général que pour créer un effet de style).
