According to the Quebec government's website, there are only three conditions that would merit a student being exempt from taking the French exit exam (Épreuve uniforme de français):
1. They are continuing a program that began in English before 2023 without interruption.
2. They have obtained a certificate of eligibility to learn in English.
3. They are exempted based on their residence in certain indigenous territories.

I would advise your son to speak with a coordinator and/or student advisor at the CEGEP he attends for more information.
