Especially avoid doubt but that.

  • Wordy: There is no doubt but that, in the eyes of history, religious tolerance is the highest evidence of culture in a people.
  • Concise: There is no doubt that, in the eyes of history, religious tolerance is the highest evidence of culture in a people.
