To write plainly, use more than instead of the roundabout phrase in excess of. Other possibilities include over, exceeding, and surpassing.

  • The government plans to spend more than (not in excess of) $7 billion on this project.
  • The levy is imposed on sales exceeding (not in excess of) the producer’s production quota.

The verb phrase be in excess of can be replaced with exceed or surpass:

  • Travel expenses will not exceed (not be in excess of) $250 a day.
