La majuscule a été largement employée quand l’initiative Gouvernement en direct a été lancée par le gouvernement du Canada en 1999. Son titre officiel était alors un nom propre que l’on ne précédait pas de l’article :
- Le gouvernement a lancé l’initiative Gouvernement en direct pour permettre de brancher les citoyens canadiens à leur gouvernement.
Mais depuis sa mise en œuvre, le nom de l’initiative s’est répandu dans l’usage au point de devenir un nom commun.
Précédé de l’article, le terme prend toujours la minuscule. On écrit donc gouvernement en direct :
- l’initiative du gouvernement en direct
