La conjonction et peut s’employer en début de phrase pour marquer une opposition ou un sentiment, ou pour souligner l’enchaînement des idées, accélérer un dialogue ou un récit :
- Vous avez tout dépensé. Et vous venez me réclamer de l’argent, à moi qui n’ai plus un sou.
- Et les hostilités reprirent de plus belle.
- Et vous voudriez que j’oublie tout?
Le style administratif se prête peu à cet emploi, sauf dans les discours et dans les textes employant un ton théâtral.
