Un décret n’est ni émis ni adopté. On dit prendre ou rendre un décret.
De même, on dit prendre un arrêté ou un règlement. On parle donc aussi de la prise d’un décret, d’un règlement.
Pour ce qui est d’ordonnance, on emploie prendre s’il s’agit d’un acte du pouvoir exécutif ou de l’administration, et rendre s’il s’agit d’un acte judiciaire.
