L’adjectif effectif est un calque de l’anglais effective dans le sens de « qui prend effet ». On emploie plutôt entrer en vigueur, devenir applicable :
- une loi, un règlement qui entre en vigueur
- une directive qui devient applicable
Effectif se dit de ce qui existe bel et bien, de ce qui se réalise :
- avoir un pouvoir effectif sur ses employés
