L’expression à compter de marque le début d’une durée. Elle ne peut donc être employée qu’avec des verbes exprimant une action qui peut s’étendre dans le temps :
- Le règlement s’applique à compter du 3 janvier.
- Les vents souffleront à compter de ce soir.
L’expression est toutefois à éviter avec un verbe qui exprime une action ponctuelle, c’est-à-dire une action qui se produit à un moment précis dans le temps :
- La loi entre en vigueur le 8 septembre (et non : entre en vigueur à compter du 8 septembre).
- Je déménage la semaine prochaine (et non : Je déménage à compter de la semaine prochaine).
