De façon générale, on emploie la construction impersonnelle il est quand l’attribut a une valeur d’adjectif. On emploie c’est dans les autres cas :
- Il est bon d’avoir de l’ordre. (emploi adjectival de bon)
- C’est la règle d’agir ainsi.
