Capitalizing short titles: the policy

Question:

I am reviewing a document dealing with Canada's National Security Policy in which I often come across such phrases as The Policy prioritizes . . . Should I capitalize subsequent references to the policy?

Answer:

There is a clear-cut rule for capitalizing short titles of books, articles and other publications.

The Canadian Style explains that both the full title (in this case, Canada's National Security Policy) and its short title (the Policy) should be capitalized. Because the word the is not part of the full title, it is not capitalized unless it begins a sentence, of course.

When dealing with short titles, you should use upper case for words that would normally be capitalized in full titles.
